Obama gaining in battleground state contributions

(AP) ? Showing impressive momentum, President Barack Obama raised more in high-dollar contributions than Republican presidential nominee Mitt Romney during the last two months in 10 of 11 battleground states that are pivotal to win the presidential election, according to an analysis of new campaign financial reports by The Associated Press.

Importantly, Romney's campaign has raised more money from donors who gave over $200 than Obama's organization overall since May in four of those 11 battleground states ? in some cases by wide margins, such as $21 million for Romney in Florida versus $11.2 million there for Obama. And nationally, Romney has continued to out-fundraise Obama.

Yet Obama made especially impressive gains last month in Florida, Michigan, North Carolina, Ohio, Pennsylvania, Virginia and Wisconsin.

The new financial figures, current through the end of August, do not reflect a slam dunk for Obama's campaign. But as much as the act of donating more than $200 to a politician is a measure of popular support, the figures present another challenge for Romney in key states with only six weeks before Election Day.

They also represent a precursor to what has been one of the most difficult periods in Romney's candidacy. Romney has struggled this week to quell controversy over a secretly recorded video in which he told donors that 47 percent of the country pays no taxes and is dependent on government, amid fresh signs of a national housing rebound and growing support for Obama in public opinion polls.

For example, in Florida, with its 29 winner-take-all electoral votes, Obama raised $5.5 million in itemized contributions in July and August compared to $3.7 million for Romney during the same period. In Ohio, with 18 electoral votes and also considered a keystone for a winning campaign, Obama raised $2.3 million compared to $1.3 million for Romney, during the same period.

The AP's analysis doesn't include the tens of millions of dollars in advertisements from super political action committees and doesn't include details about donors who gave fewer than $200 because they aren't required to be listed on the federal reports.

"The president's picking up traction in battleground states he carried before," said R. Donahue Peebles, a major Obama fundraiser in New York. "As the election nears, people are paying more attention. The donors who had been sitting on the sidelines are now getting involved and are more engaged."

Obama four years ago broke presidential fundraising records but has found himself financially outgunned for much of the summer, thanks in part to super PACs supporting Romney. Those groups have been largely bankrolled by wealthy Americans and have flourished under recent legal changes that loosened campaign-finance regulations. Obama has similar groups working in his favor, although not as successfully.

Obama's campaign pulled in $114 million in August, slightly more than Romney's $111.6 million. Unlike Obama, Romney raised more than $100 million nationwide for at least three consecutive months this summer.

Romney and the Republican Party had $168.5 million cash on hand versus Obama and the Democrats' $125 million left in the bank. Romney also took out a $20 million loan on Aug. 22; he had repaid at least $5 million of that by the end of August, reports show.

For Obama, pulling ahead of Romney hasn't been easy, particularly for a campaign that has repeatedly and publicly acknowledged it will be outspent. Romney showed remarkable successes in some battleground states earlier this year. He raised $7.6 million in Florida in May, compared to $1.5 million for Obama; Romney raised $3.7 million in Ohio in June compared to $545,000 for Obama.

In Virginia, which broke tradition in 2008 and awarded its 13 electoral votes to Obama, Obama out-raised Romney by roughly 2-to-1 during the last two months. Romney had raised more in Virginia than Obama during the preceding May and June.

The new financial reports also showed that some wealthy executives who have given tens of millions of dollars to super PACs this election didn't give any more money last month, including Las Vegas casino mogul Sheldon Adelson and Texas businessman Harold Simmons. Some major donors have chosen to give instead to super PACs' nonprofit arms, which don't have to reveal their donors but must focus their ads on political issues.

(AP) ? Melky Cabrera ended the debate over whether a suspended drug cheat should be able to win a batting title. The San Francisco outfielder asked Major League Baseball officials to disqualify him and on Friday they agreed.

With less than two weeks left in the regular season and Cabrera on track to win the National League batting championship, MLB and the players' association reached a deal on a one-season-only change in the rule governing the individual batting, slugging and on-base percentage champions.

Serving a 50-game suspension, Cabrera entered Friday with a league-leading .346 average, seven points ahead of Pittsburgh's Andrew McCutchen. Cabrera, the All-Star game MVP, was suspended Aug. 15 for a positive test for testosterone and is missing the final 45 games of the regular season.

"He was just manning up and saying he was wrong," said McCutchen, who is four points ahead of San Francisco's Buster Posey. "It was man of him to do that. I guess he thought that was the right thing to do, and I commend him for doing that."

Cabrera had 501 plate appearances, one short of the required minimum, but would have won the title under section 10.22(a) of the Official Baseball Rules if an extra hitless at-bat were added to his average and he still finished ahead. With Friday's agreement, that provision won't apply this year to a player who "served a drug suspension for violating the Joint Drug Program."

The process for the change was set in motion Wednesday evening when Cabrera's agent, Seth Levinson, sent an email to union head Michael Weiner with an attached letter from Cabrera in English and Spanish.

"I ask the Players Association to take the necessary steps, in conjunction with the Office of the Commissioner, to remove my name from for the National League batting title," Cabrera wrote in the letter, a copy of which was obtained by The Associated Press.

"To be plain, I personally have no wish to win an award that would widely be seen as tainted, and I believe that it would be far better for the remaining contenders to compete for that distinction," Cabrera wrote. "So too, the removal of my name from consideration will permit me to focus on my goal of working hard upon my return to baseball so that I may be able to win that distinction in a season played in full compliance with league rules. To be plain, I plan to work hard to vindicate myself in that very manner."

Lawyers from MLB and the union finished drafting the change on Friday.

"Major League Baseball will comply with Mr. Cabrera's request," Commissioner Bud Selig said. "I respect his gesture as a sign of his regret and his desire to move forward, and I believe that, under these circumstances, the outcome is appropriate, particularly for Mr. Cabrera's peers who are contending for the batting crown."

On Wednesday morning, Selig had said "we generally don't interfere" in the batting title issue.

Cabrera then took the initiative.

"It goes without saying that the last couple of months have been painful for Melky and he has certainly paid a significant price for the mistake that he made," Levinson wrote in the email, also obtained by the AP. "He wants to show the baseball world that he is remorseful and worthy of a 2nd chance. He understands that it will take both time and action to restore his good name and to prove that his love and respect for the game is unequivocal."

Qualifications for the batting championship are contained in the scoring section of the Official Baseball Rules, and Article 18 of baseball's labor contract says that if management and the union don't reach an agreement on proposed scoring rule changes that "significantly affect terms and conditions of employment," then the changes can't be put into effect until after the next complete season ? which in this case would delay a modification until 2014.

But MLB and the union can change the rule at any time if they agree.

"I am grateful that the Players Association and MLB were able to honor my request by suspending the rule for this season," Cabrera said in a statement. "I know that changing the rules midseason can present problems, and I thank the Players Association and MLB for finding a way to get this done."

Baseball rules state a player needs to average a minimum 3.1 plate appearances for each of his team's games to become a batting, slugging or on-base percentage champion. But the last sentence of 10.22(a) says: "Notwithstanding the foregoing requirement of minimum appearances at the plate, any player with fewer than the required number of plate appearances whose average would be the highest, if he were charged with the required number of plate appearances shall be awarded the batting, slugging or on-base percentage championship, as the case may be."

The provision came into play for the first time in 1996, when San Diego's Tony Gwynn won his third straight NL batting title, and his seventh overall. Gwynn hit .353 in 498 plate appearances and won when four hitless at-bats were added and his average still topped that of Colorado's Ellis Burks, Gwynn's closest pursuer at .344.

As the agreement is worded, the only way Cabrera would qualify for the batting title is if the Giants had a rainout and played only 161 games, in which case 499 plate appearances would be sufficient. Such a situation is unlikely this late in the season.

Weiner praised Cabrera, saying "We commend Melky's decision under these circumstances."

Even before the decision was announced, Giants reliever Jeremy Affeldt said he was against a Cabrera title.

"I don't think you should be entitled to certain awards when you've been caught in those situations," he said. "I don't care who it is. I don't care if it's my best friend, if it's Melky or someone I don't even know. ... I would say the same thing to my son, 'Son, if you get caught doing these things you shouldn't be available for any of that, just on principle.'"

Pirates manager Clint Hurdle called Cabrera's decision "a voice of reason."

"It would have been hard to understand," he said of a Cabrera batting title. "That being said, there's a lot of things that happen in life that are hard to understand. So we don't have to worry about that anymore."

Posey was thinking more about the Giants' place in the standings ? atop the NL West ? than his position in the batting race.

"Personal achievements and accomplishments are always nice," he said. "Being fortunate enough to win a World Series in 2010 and knowing how much fun that was and this year with the guys on the team and the whole city. Ultimately that's where I get the most satisfaction."

Giants manager Bruce Bochy doesn't think the batting title would be tarnished if Posey finishes ahead of McCutchen's average but below Cabrera's.

"If he wins," Bochy said, "he earned it."

More than 180 arrested at Occupy anniversary protest

It has been one year since the original group of protesters showed up in lower Manhattan to speak out against economic inequality. NBC's Brian Williams reports.

NEW YORK, Updated at 8:35 p.m. ET -- Looking to reignite their movement on its one-year anniversary, several hundred Occupy Wall Street activists protested in lower Manhattan Monday, staging a sit-in near the iconic New York Stock Exchange and swarming through the streets in costumes and toting American flags and signs.

Police said more than 180 protesters were arrested, mostly for disorderly conduct. Earlier Monday, protester Michael Aaron said some religious leaders and dozens of others were arrested after sitting down in the street and on the sidewalk, blocking the thoroughfares.

"We're just at year one. We have a really big mountain to climb. But we're hoping to get the power back to the people," said Kim Fraczek, 37, who wore an Obama mask. She was with a man, Erik McGregor, 44, who had on a Romney one. They said they were aiming to show the two were controlled by money.


"In our bipartisan system, when the two candidates for presidency are doing everything to kneel down to the corporations and banks and turn against the people, it doesn't matter who you vote for, because the war machine will continue," said Fraczek, a handbag and jewelry designer.

The early morning protests and marches were marked by festive cheer, with demonstrators throwing confetti and glitter, carrying balloons and singing "happy birthday."?But some protesters also reflected a more somber tone on the anniversary of the day when they set up a nearly two-month camp in nearby Zuccotti Park to protest against income inequality, corporate greed and money in politics.

"It's kind of a day of reflection, a day of celebration, a day that reflects some collective muscle and show of force. And I also think to remind not just ourselves but the world ... that things haven't really gotten better in the last year. In many ways they have gotten worse," said Ian Williams, 27, a graduate student at New York's Hunter College in social work. "And the project we're sort of embarking upon is a long term one."?

At some points, protesters blocked traffic and there were a few skirmishes with police that NBC News staff witnessed.

Many protesters wore costumes, such as a group who marched into a Bank of America dressed as polar bears and then formed a meditation circle with others in front of the bank. One of the protesters held a sign that read, "Wall Street: The Business of Extinction."

Another group, clad in black, carried cardboard headstones painted white, with some reading, "RIP" or "Here lies." A woman leading the group had a sign that asked, "What is the cost?"

"The one percent is dictating to the rest of us how we can live our lives," Wes Nickerson, a 59-year-old home health helper from Cambridge, Mass., said as protesters streamed by singing The Beatles' lyrics, "you say it's your birthday."

"I had to come here today because the issues are pressing," he said.

Ahead of the protest, Linda Brown, a retired teacher from Brooklyn, gathered with about 100 activists blocks from the NYSE preparing to join the larger sit-down.

"I think what we have learned a lot in the last couple of years is that the financial crisis wasn't just an act of God ... it was brought about by a whole lot of criminality," said Brown, 66, who has been participating in Occupy since last October.

"This is our democracy, it's really at risk," she added. "We're petitioning for redress of our grievances."?

Though Occupy Wall Street galvanized thousands of people across the country last year to protest against the abuses of what they called the "one percent," their numbers have dwindled amid internal squabbling, questions over leadership and financial transparency, and what critics called a lack of direction and goals.

But they're hoping Monday will help put more focus onto their original concerns: corporate greed, income inequality and money in politics.?

?Why are we going back to Wall Street? Because the one percent wants it all and they?re not giving anything up without a struggle. Economic conditions are roughly as bad as they were a year ago and for many, many people they?re precarious,? said Bill Dobbs, of the Occupy Wall Street public relations team.

Google+ reports 100 million active monthly users

Google says its one-year-old social network?now has more than 100 million monthly active users, but if you think you remember hearing a higher number recently, you're right.

The search giant said at its Google I/O developers conference in June that it had 150 million users who sign on once or more a month.

Vic Gundotra, Google's senior vice president, engineering, said on his own Google+ page Monday that "I?m happy to report that we have just crossed 100,000,000 monthly active users on Google+ (plus.google.com?and mobile app)."

Gundotra prefaced that stat by saying that this week the company "hit an important milestone ? over 400,000,000 people have upgraded to Google+. It was only a year ago that we opened public sign-up, and we couldn?t have imagined that so many people would join in just 12 months."

All well and good, but what accounts for the discrepancy in the monthly active user figures?

A Google spokesman told NBC News it's not that the company has changed its numbers. Rather, he said, there are two different ways monthly active users are measured.?

Google+ has 100 million monthly active users when Google+ itself is measured as a?destination on the Web or mobile?by users.

But, when Google+ is viewed as?a "social layer" ??which some say it should be described as, versus a social network?? it has 150 million monthly active users. What's a social layer? It might include those who used?Google+ circles or Android users "who plus oned an app," Gundotra said in explaining the difference.

In other words, the Google spokesman told NBC News, "You're engaging with a feature of Google+, as a G+?user, but not necessarily in plug.google.com," the Google+ site.

Numbers game? Perhaps. Still, Google+ faces a battle in a crowded social media world. As one fan, Kyle Beatty, noted in comments under Gundotra's posting, "400,000,000 people and only two of my friends are using it?...?sparingly. I love the platform, but I can't get any of my family and friends to use it. Any suggestions??"

Victoria Beckham show full of her style signatures

NEW YORK (AP) ? Victoria Beckham must put her touch on everything to do with her New York Fashion Week show. It not only ends up looking like her signature pulled-together, well-edited style, but it feels like her, too.

She's the thoughtful hostess with waiters offering morning juice to the crowd coming early Sunday to the New York Public Library, but she keeps the guest list very tight.

She's one of the biggest draws on the calendar of seasonal previews, but there's no frenzy of paparazzi photographers. (Husband David Beckham, however, did take some photos from his seat.)

The music is loud enough to be heard, but it's far from thumping. Beckham gives the crowd a brief bow, but doesn't linger.

And she's gracious to her backstage well-wishers, but there's a time limit.

No detail is overlooked, and that goes for the clothes, too. Beckham said she checks ? or doublechecks ? every look to make sure "it looks good from every angle."

The clothes for spring had a delicacy that she said was new for her this season, although the clothes remained substantial and structured. It was the touch of illusion lace, the lingerie bra top or hemline of pleated chiffon that took the edge off banded short skirts, zip-back sheaths and shirtdresses.

The lingerie influences built on her knowledge of corsetry and fell naturally into the collection, Beckham explained after the show. "It's the first time I've gone so delicate, but I wanted the design elements."

She opened the show with a black slip-style sundress that she said was among her favorite looks.

There were more pants, all cut slim, than she typically offers but, she said, "they really look like my signature dresses, but they're trousers."

As retailers, editors and stylists have seen this round of previews, black and white are dominant forces. Beckham used a poppy red as her bold contrast color. She was more interested in texture than crazy colors, she said, noting the black dress she was wearing, which mixed canvas, georgette, lace and chiffon.

"I want to design what I want to wear," she said.

Prince Harry in Afghanistan to fly helicopters

LONDON (Reuters) - Prince Harry has returned to Afghanistan to fly attack helicopters on the frontline just two weeks after he was photographed frolicking naked in Las Vegas.

The Ministry of Defence (MoD) said on Friday that the Queen's grandson would serve a four-month tour, based out of Camp Bastion in Helmand Province - one of the most volatile regions in the country where Britain has been fighting alongside the United States against the local Taliban since 2001.

"Working alongside his colleagues in the squadron, he will be in a difficult and demanding job," said Lieutenant Colonel Tom de la Rue in a statement.

The prince, known in the military as Captain Wales, first served in Afghanistan in 2008 as an on-ground air controller, but his tour was cut short after foreign media broke a news blackout requested to protect him while on the front line.

The MoD said the danger was less severe in helicopters.

"Captain Wales's deployment has been long planned and the threat to him and others around him thoroughly assessed," the ministry said.

The 27-year-old, who is regularly in the headlines due to his penchant for partying, has spoken out about his desire to return to active service.

"I would love to go back, I really would," he told ABC's "Good Morning America" TV programme in 2010.

"At the end of the day you train for war, it's as simple as that. If we could be at peace then fantastic, but if we're at war then you want to be with your brothers in arms."

Prince Harry is the first member of the Royal Family to see active combat since his uncle Prince Andrew fought in the Falklands war.

Thousands of fellow soldiers as well as members of the public posted naked photos of themselves on Facebook to show their support for the prince after naked pictures of him with a young woman in Las Vegas made news around the world in August.

Prince Charles, Harry's father and heir-to-the-throne, is "immensely proud" of his son's return to the front line, his spokesman said.

In email released Wednesday night, The Lerner family, which owns the team, said they want to ensure anyone who wants to attend a Nationals game has the opportunity.

The Board of Mediterranean Oil and Gas Plc (AIM: MOG) is pleased to announce that the Company, through its subsidiaries, Medoilgas Italia SpA and Medoilgas Civita Limited, has entered into a sale and purchase agreement with Canoel International Energy Limited (TSXV:CIL) ("CIL"), to transfer to CIL and/or its nominated subsidiary, MOG's entire working interest in the following 13 non-core exploration and production gas assets onshore Italy (the "Assets"):

MOG operated onshore gas production concessions:

  • Masseria Grottavecchia (WI 20%)
  • San Teodoro (WI 100%)
  • Torrente Cigno (WI 45%)
  • Misano Adriatico (WI 100%)
  • Sant'Andrea (WI 40%)
  • Masseria Petrilli (WI 50%)

Non-operated onshore gas production concessions:

  • Masseria Acquasalsa (WI 8.8%)
  • Lucera (WI 13.6%)
  • San Mauro (WI 18%)

MOG operated gas exploration permit:

Exploration permit applications:

  • Serra dei Gatti (WI 100%)
  • Villa Carbone (WI 50%)
  • Colle dei Nidi (WI 25%)
  • (together, the "Transaction")

The proposed Transaction follows the MOG Board's decision to rationalise the Company's current onshore Italy portfolio by divesting gas production concessions and exploration permits that are no longer considered to be strategic for the growth of the Company's future gas production. The 2P gas reserves, which are to be divested as part of the Transaction, amount to 1.4 Bcf, representing 7.5% of MOG's total 2P gas reserves of 18.4 Bcf. The corresponding gas production that is to be divested is currently 13,800 m3/day, representing approximately 6% of MOG's revenues.

Under the terms of the Sale and Purchase Agreement, on Completion:

  • CIL will pay to MOG the sum of ?100 as consideration for the acquisition of the Company's working interests held in the Assets;
  • CIL agrees to assume the liability for all future plug, abandonment and site remediation costs associated with the Assets;
  • MOG will pay ?1,250,000 to CIL as a partial contribution towards the future plug, abandonment and site remediation costs for the Assets;
  • MOG will credit CIL the revenue MOG received from the Assets during the period between the Effective Date of 24th August 2012 and the Completion Date (the "Interim Period"), net of allowable operating costs and agreed capital expenditure associated with the Assets and incurred by MOG during the Interim Period.

Completion of the Transaction is conditional upon MOG receiving the approval of the Italian Ministry for Economic Development for the transfer of the Assets to CIL, and CIL receiving the approval of the Toronto Stock Exchange (TSXV).

Following completion of the Transaction, MOG retains its interest in the following on-shore Italy gas production concessions:

  • Castel di Lama (WI 26% OP)
  • Fornovo di Taro (WI 21.4%)
  • Monteardone (WI 11%)
  • Monte Verdese (WI 60% OP)
  • San Basile (WI 100% OP)
  • Scanzano (WI 100% OP)
  • Torrente Celone (WI 50% OP)

In addition, MOG retains its interest in the following on-shore Italy exploration permits and exploration permit applications:

  • Serra San Bernardo (WI 22.89% OP)
  • Torrente La Vella (WI 40%)

I?m definitely liking it. Sounds like my kind of game. Although I?ve never seen the attraction of table-top RPGs, when there are videogames like Morrowind to be played. But if it?s as easy as the makers claim then Tremulus might even have potential for jump-starting stalled writers, by giving them some parts of a basic plot structure. Since it?s claimed that Tremulus?

?plays exceedingly well, with just one player. This complements weird literature perfectly, as there is often only a central, solitary protagonist.?

And since they now have $ 25k to play with, there?s a chance it could be a fairly sophisticated and Lovecraft-faithful project. Here?s hoping.

If you?re looking for people who can talk about how they?re better off today than they were four years ago, I recommend you pay a visit to the Democrats Abroad delegation, which is located just off the convention floor between Florida and Kansas.

These are Americans who live overseas, but are mostly registered to vote at their last domestic address.?They are expats but renounce the term because some people think it means they used to be patriotic.?The Democratic National Committee, unlike Republicans, treats them like a state or territory. This year, the Democrats Abroad delegation represents Americans living on five continents.

?Like many of us, we can see more than anyone how Barack Obama has improved our reputation abroad.?It?s a particular difference between 2008 and now,? says Vicki Hansen Thackray, an Iowa native who lives in Luxembourg and serves as Democrats Abroad?s international vice chair.??It?s part of the reason we?re so ardent.?

Democrats Abroad made a surprisingly high-profile cameo in American domestic politics during the 2008 primary season when Obama emerged with a net gain of two delegates over Hillary Clinton from the group?s virtual seven-delegate primary.?This year the delegation?s votes are a formality, but they say they are able to share ground-level testimony to Obama?s ability to deliver change.

?Before 2008, when we traveled abroad we wouldn?t tell people we were American,? said Kenneth E. Sherman, a former Democratic committee man in Buffalo who now lives in Ontario with dual citizenship.?He was elected Democrats Abroad?s international chair in 2008, propelled by a campaign speech in which he waved his American passport.?The point, Sherman recalled, was that during the Bush years he had been ashamed to show it to border authorities, presenting a Canadian document instead.?Now, he said, ?I am proud to carry my US passport again.?

Thackray expressed modest disapproval of her fellow delegate.?She had never felt ashamed to be American, she said, but the four years of Obama had indeed brought an appreciable improvement to her quality of life in Luxembourg. ?People want to sit next to me at the dinner table again,? she said.

September Staycation 2012 ? Day 4 | SilverTiger

We made an effort to get up earlier today took the 341 to Waterloo station and while Tigger bought tickets I acquired breakfast from Upper Crust.

We boarded the 10:05 Southwest Trains service to Weymouth but we are not going to that pretty Dorset seaside resort on this outing. Today?s destination is Swanage.

We left the train at Poole and looked for a bus to Swanage. The ride to Swanage took an hour and a half because the bus followed a very indirect route, describing a big letter ?C? through the countryside.

By the time we arrived we were ready for lunch. We looked around eventually settled on a pizza restaurant.

We explored along the Swanage seafront taking pictures from different viewpoints, such as the one below showing the bay from Prince Albert Gardens.

It was now very sunny and hot and we found a shelter on the seafront where we could sit and look out over the beach and the bay.

To start the return journey we decided to take the number 50 bus to Bournemouth and see whether we could join the London train there. This would shorten the time needed .

We reached Bournemouth in one hour 15 minutes and boarded a train for London. When the ticket inspector came, he apologized for the lights not working properly and gave our tickets only cursory attention. All set for the journey home!

It is quite a long journey to Swanage but just about worth it for a day trip, especially when the weather is fine as it was today. It is a pretty seaside town, calm and tranquil (people who like noisier kinds of entertainment need to go elsewhere), the sort of place I like.

We have visited Swanage before and I?m sure we will go there again.

Colombia's Santos says rebel peace talks to start in October

BOGOTA - Colombian President Juan Manuel Santos said on Tuesday peace talks with the Revolutionary Armed Forces of Colombia (FARC) guerrillas would start in Oslo in the first half of October before moving to Havana.

There would be no ceasefire, he added in a televised national address, during the latest attempt to end the South American nation's five-decade conflict.

"I ask the Colombian people for patience and strength," Santos said. "There's no doubt it's time to turn the page."

While Colombians are hopeful Santos will succeed, he faces a monumental task attempting peace with the FARC, which has holed up in Colombia's jungle territory since 1964 and imposed tough demands in past peace negotiations.

Santos, 61, who is at the mid-point of a four-year term, had repeatedly said he would consider talks with the FARC only if he was certain the drug-funded group would negotiate in good faith.

The FARC comes to peace talks this time, however, from a severely weakened position. Battered by a decade-long U.S.-backed Colombian military offensive, the rebels have lost as much as half their fighting force, reducing their ability to launch major attacks on the government.

Still, they are by no means spent and in recent months have stepped up assaults on key economic infrastructure like oil and mining installations, in a bid, some analysts say, to come to the negotiating table from a position of relative strength.

Venezuela and Chile will help support the talks, Santos added.

NOVATO ? Hennessy Advisors, Inc. (OTCBB: HNNA), the Novato-based investment manager, is expected to grow its assets under management to $2.7 billion this year, a three-fold increase that follows a definitive agreement in June to purchase assets under management at Arlington, Va.-based FBR Funds.

The purchase was a prominent benchmark for Hennessy and the largest in the 23-year-old firm?s history, said Neil Hennessy, chairman, president and CEO, at the time of the announcement.

Yet it was far from the first ? Hennessy Advisors has made 13 acquisitions in the past, growing the assets under its management and offering multiple quantitatively managed funds, actively managed funds and funds specific to the Japanese stock market under the Hennessy Funds umbrella.

The firm currently has nine funds under its management and 11 employees. Twelve additional employees from FBR?s distribution, marketing, trading and other departments will join Hennessy following the completed acquisition, but will remain in Arlington and Boston, Mass.

Hennessy Advisors was named as Novato?s small business of the year by the Novato Chamber of Commerce in 2011.
